To combine Treasures in Resident Evil 4 Remake, you must find a suitable Treasure with Gem slots, such as Elegant Mask. Then open your inventory in the Key Items & Treasures tab. Find the Treasure there and select the Inlay Gemstones option.
After that, you can choose which Gems you want to put in the Treasure. However, an item can have different slots, in which you can insert only round or rectangular Gems. Gems also differ in color:
