When you arrive at Tabantha Bridge Stable, you will find him talking to a goat herder. Zelda gave him a food recipe to give to the goats, and they have since run away. You need to find where they are, as well as the recipe in a bottle. Luckily, this is pretty easy if you know where to go. Where To Find the Tabantha Bridge Stable Goats in Tears of the Kingdom

After you are finished talking to the goat herder, you can start the White Goats Gone Missing quest. This Tears of the Kingdom quest is pretty simple. After turning around from the goat pen, you should start noticing some Hylian Pine Cones on the ground in a trail. All you need to do is follow this trail, and it will lead you directly to the goats and recipe.
With the pine cones being such small items, you might find times when you momentarily lose the trail in the taller grass. Be sure to be on the lookout for the usual item shine. You can also use Ultrahand to make them stand out a bit more. As you move along, pick them up so you don’t accidentally get turned around. This is also a great way to get dozens of these items.

After following the trail long enough, you will reach the coordinates (-2546, 0407, 0150). The goats will be huddled around the glass bottle with the recipe inside.
Interact with the bottle, and the goat herder will automatically come to you. He will explain that he messed up the recipe by not grounding the pine cones into pieces, so the goats went to find the missing recipe themselves. This quest took a weird turn there.
After he is finished talking, Penn will swoop down and pay you for your latest job. The White Goats Gone Missing side quest in Zelda: Tears of the Kingdom is not nearly as interesting or expansive as many other missions, but it will get you a little richer and mark off one more tick to full completion.
