To make the Surf TM123 or the Hydro Pump TM142, Trainers must procure a crafting material known as Finneon Scales in Pokémon Scarlet and Violet. As its name suggests, these scales are dropped from the Water-type Wing Fish pocket monster, Finneon. Introduced in Generation IV of Pokémon Platinum, Finneon is an aquatic creature that enjoys basking in sunlight, meaning that it does not submerge itself too deep in its watery habitat. Regarding its home in Paldea, this Wing Fish pocket monster resides within a specific portion of the Paldean Sea and can be encountered within its habitat at any time of day.

To get Finneon Scales in Pokémon Scarlet and Violet, Trainers must find and catch Finneon in the ocean waters by the coasts of the North and West Paldean Sea zones. More specifically, these areas include the waters by the shores between Porto Marinada and the city of Alfornada in the South Province.

Based on gameplay footage by YouTuber Gamer Guides, Finneon typically swims further from the sandy shores of the western Paldean Sea, meaning that players will need to unlock the ability to swim with their Mount. To unlock “Aquatic Mode” in Pokémon Scarlet and Violet, Game8 states that players must defeat the Open Sky Titan: Bombirdier, located in West Province (Area One). After Trainers are able to use their Koraidon or Miraidon to swim across the ocean water, they can easily reach the spots where Finneon roams about. Remember to catch multiple Finneons if possible, as the corresponding TM recipes require five Finneon Scales for each Technical Machine in Pokémon Scarlet and Violet.

First, the Surf TM123 can be looted from a node near a pair of vending machines on the south side of Levincia. Crafting Surf requires Finneon Scales ×5, Wiglett Sand ×3, and Finizen Mucus ×3. As for Hydro Pump, Trainers can receive this TM as a reward from the Battle League Rep stationed at Casseroya Watchtower No. 2. The NPC will grant players this TM once they have found and defeated seven Trainers within the Casseroya Lake region. Hydro Pump requires Finneon Scales ×5 and Finizen Mucus ×3 in Pokémon Scarlet and Violet. 

Pokémon Scarlet and Violet are available on the Nintendo Switch.
