Once you reach Chapter 5: Old Gods, you will be taken to Valhalla Nursing Home, where you will have to go through several loops. In one of them, you will find yourself in a room with a generator. Run it to activate switches in adjacent rooms. By turning the lights on and off, you can change these rooms. So, with the lights off, you will find a Tool Cabinet with Bolt Cutters inside.
