If you’ve progressed far enough in the story and defeated Team Star Dark Crew, you already have the recipe in your pocket, and you can craft the TM at the nearest Pokemon Center. • The first place you can visit is West Province (Area One). Reach the tower near the town of Cascarrafa and take this place as your starting point. Go to the east, get on the small mountain and take away Charge Beam TM.
