A video posted to TikTok has sparked a large conversation in the comments section concerning a new bill that was passed in Indiana on Wednesday, July 2. The bill addresses state and local policies on homelessness, including a provision that prohibits unauthorized camping. Consequences could include criminal action.
The person who posted the video expressed deep concern for the bill, claiming that it “criminalizes homelessness.” Commenters were split: some agreed with this change in the law, while others focused on how it could affect people living on the streets.
The video brought attention to House Bill 1662, which “Specifies that a person who owns or operates a private camping facility funded under the bill’s provisions is immune from civil liability.” House Bill 1662 was officially authored by Representative Michelle Davis in January of 2025, but was withdrawn in February of that same year.
This bill also specifies that a person may camp or sleep only on land explicitly designated for those purposes. In Indiana, anyone caught camping in public, sleeping, or obstructing a sidewalk can be charged with a Class C misdemeanor. It also encourages those who find anyone who is committing these acts to enforce the policy and have them removed.
However, a carve-out does provide a defense for anyone found doing this if there are no legal shelters available within five miles. This bill does not address the creation of additional shelter locations to coincide with it.
Over the video, the woman featured writes, “we are in hell.” The law has been in effect since July 1 and has raised concerns for those hoping to rest for an extended time in public.

Comments under the video above were split between those who felt the bill was necessary and those who didn’t. Several comments read something along the lines of, “I agree with comments and good job Indiana,” and “W Indiana.”
Others were aware that the concern that this would have on the unhoused, with another comment reading, “fellow Hoosier here – it’s a nightmare here!!!! but glad to see another person with a heart and empathy in our state! 💙.”
