Yes, Siphon is returning to Fortnite for the upcoming FNCS Major 3, Last Chance Major, Solo Victory Cash Cup, and Duos Cash Cup. The official Twitter account confirmed its return to the game, stating they will evaluate its impact on the tournaments.

Therefore, players might get this mechanic permanently in the game if it positively impacts upcoming tournaments. So, Siphon is back in Fortnite for now and may stay for a while.
