To start the Lost in the Wind quest in Palia, you need to travel to Bahari Bay. Go northeast to the Statue Garden. Cross the river and find a small camp of several houses north of this area. Near one of the houses, you can find a piece of paper with a part of the recipe written on it.
It will start the Lost in the Wind quest, for which you need to collect all 3 pieces of paper. You can find the second one on a small island in the river you crossed earlier.
