She can’t duplicate weapons, but she unlocks Skyview Towers for you to reveal the map. You may have recognized her voice after hearing her talk. Who Is the Voice Actor of Purah in the Legend of Zelda: Tears of the Kingdom?
Kate Higgins is the voice of Purah in The Legend of Zelda: Tears of the Kingdom. This is her second time voicing the character, as she also lent her voice to her in the alternate timeline prequel in Age of Calamity. In Breath of the Wild, Purah didn’t have much of a speaking role and was de-aged to be a small child after experimenting on herself. According to her IMDb page, Higgins was also the voice in this situation. Now that some time has passed in Tears of the Kingdom, the head scientist appears to be about the same age body-wise as she was in Age of Calamity.

Higgins is a very accomplished voice actor with decades of experience. She is probably most recognized in anime, voicing Sakura Haruno in Naruto, Ami Mizuno in Sailor Moon, and a few voices in Bleach. Specifically in the video game space, Higgins voiced Tails from the Sonic the Hedgehog series in the early 2010s before Colleen O’Shaughnessey took over the role. She has also been the voice of Pauline since the character made her return in recent Super Mario video games. Other video games she has appeared in include Devil May Cry 5, XCOM 2, Halo 4, Fire Emblem: Awakening, Diablo III, and World of Warcraft.
