Despite being a kingdom without a god, the fallen kingdom of Khaenri’ah produced numerous talented and powerful people. Unfortunately, many of them are cursed and are turned into monsters after the destruction of their nation. Yet, a handful still found a way to survive and thrive. “The Foul” Surtalogi is one of the most mysterious figures in Genshin Impact. Although we haven’t seen his face yet, he has connections with numerous important characters and events.
“The Foul” Surtalogi is Skirk’s master and one of the five Sinners of Khaenri’ah. Players can hear his name for the first time after defeating the All-Devouring Narwhal during the Fontaine Archon quest.
The Foul seems to be friends with “The Visionary” Vedrfolnir and “Gold” Rhinedottir. Skirk claims that her master sometimes mentions those names during conversations. According to her, they are beings greater than humanity, and all of them are pursuing some form of “perfection.”
Surtalogi and Skirk have been staying underground, which could be the Abyss. Skirk says she hasn’t returned to the surface since her master took her from her original home during childhood.
Dainsleif also mentions Surtalogi during the Bedtime Story main mission. He states that the five Sinners couldn’t resist the call of the Abyss and failed to stop the Vinster King. The Bough Keeper still holds a deep grudge for their failure to step up during Khaenri’ah’s crisis. He promises to hunt them down and get his revenge.
Surtalogi seems to be an eccentric person interested in having an All-Devouring Narwhal as a pet. This action speaks of his power, considering this monster can destroy a nation and drink the Primordial Sea as sustenance. Skirk’s ability to easily stop the beast is another proof of his strength.
Lastly, The Foul is also knowledgeable about various forbidden knowledge that even Neuvillette doesn’t know. He is aware of the Third Descender’s existence and the Gnosis’s curse. However, it seems he’s not interested in the matters on the surface and prefers to keep to himself.
