Throughout the city, Riley can find 3 EMF boosters; one of them is broken. However, they won’t work until you visit the Post Office on the right side of town. Use a frequency between 99 and 100 to open the Tear of Time. You will find yourself in 1930, next to the building called Drugs and Meals. Interact with the man near the building and take a photo of him.

After that, you can contact Hank and tell him about the picture evidence in Oxenfree 2. However, he will ask for something more physical evidence of something unusual.
