This island is in the Third Sea between Turtle Island and Haunted Castle, so you must level up significantly before visiting this high-level location. As for the Shafi NPC, he has settled in a small hidden cave under the island, and here is how you can get to him:
- First, upon arriving at Tiki Outpost Island, get to the coast with a pier.
- Taking this place as a starting point, walk diagonally to the left towards the buildings with green roofs.
- In the background of these buildings, you will see one with green and white triangles on the roof.
- Get closer and go into the alley on the right.
- Enter the secret passage that looks like a sewer entrance, and you will soon see Shafi.
