To get Petilil Leaf in Pokémon Scarlet and Violet, you must capture or defeat Petilil or its second evolution, Lilligant, in their habitats. Fortunately, these Pokémon have only a few habitats and are common in these areas. The little Petilil sapling Pokémon prefer to walk around in the southern and southwestern parts of the region. So visit South Province (Area Four) and West Province (Area One), and you will find many Petilil in the grass.
As for the location of Lilligant, things are a bit more complicated here. They also roam the southwest of Paldea, and you can meet them in the South Province (Area Six). But for some reason, they like the cold much more and gradually migrate north. Therefore, you can meet them in West Province (Area Three) and their final habitat North Province (Area Three).
The best choice for farming Petilil Leaf is Petilil, as the average level of this Pokémon in the wild is only 15-17. You will probably win without problems, but you can still save time using the right opponents. As a Grass-type Pokémon, Petilil is weak against Fire, Ice, Poison, Flying, and Bug-type moves and takes 2x damage from these. At the same time, it has good resistance to Water, Grass, Electric, and Ground-type moves, so try not to use Pokemon with such attacks.

Defeating or capturing Petilil or Lilligant will give you between 1 and 3 Petilil Leafs. After that, you can collect some more materials, go to the Pokemon Center and use TM Machines to create some good ice TMs.
