Moreover, the second method is impossible without the first because you need its recipe to craft a TM. Fortunately, there are as many as three points with TM 103 Substitute in the Paldea region, and all are at the starting locations. So visit the one closest to you to get your first Substitute TM:

The first place you can visit is the southern coast of Paldea. Go to the town of Los Platos and go straight to the shore. Once you pass near the small lake, reach the dot in the first image above. You will find your first TM 103 Substitute in the grass next to the sea.
The next point is in South Province (Area Three). Take the local Pokemon Center as your starting point and climb over the cliffs to the south. You will reach the point in the center image above and get the second Substitute TM in less than a minute.
The final point with Substitute TM is in the southwest of Paldea in Alfornada city. Approach the southeast city wall and climb over it. Next to the wall of the house, you will find a yellow Pokeball with a third TM 103 Substitute.
