You can find this tactical literally anywhere in the Koschei Complex as ground loot. Now, while this item is for finding items, most players might be looking for it to unlock the server room’s puzzle. There are chalkboards in this area that can only be read with this tool.
Remember that the R4D Detector in DMZ is a different tool than the Night Vision Goggles. You can see the enemies and use your weapon’s laser as canted with night vision.
