No, Stasis is not available in The Legend of Zelda: Tears of the Kingdom. In its place, the Recall ability now controls various objects and where they are. Instead of freezing them and being able to launch them in a direction, you simply rewind them. This is one way that you can reach the sky islands, by jumping on rubble that has fallen to the ground.
If you are looking for a lore reason why Link can no longer use Stasis, it is because he does not have the Sheikah Slate that was by his side for the entirety of Breath of the Wild. Instead, his powers flow through his new arm.

If you are a little disappointed in this reality, much of it comes from a control mindset. This game’s new abilities are entirely written over the Sheikah Slate ones. Adding the new ones on top of the old ones could be complicated. We’re not saying it was impossible, but maybe it was a step Nintendo did not want to go to.
