A recent report of X is making waves as it discloses that the City of Long Beach, California, terminated the nonprofit overseeing the bulk of its homeless shelters following a city audit with red flags for fraud. ‘First to Serve’ managed more than 400 shelter beds and had a contract that could pay it up to $14 million a year. The news prompted a discussion among netizens questioning the city’s checks and balances on homeless spending.

The post appeared on X from the account @WallStreetApes and has drawn significant discussion online. According to the post, the City of Long Beach, California, terminated its contract with the nonprofit organization ‘First to Serve’, which had managed a majority of the city’s homeless shelters. The decision followed a city audit that reportedly revealed irregularities suggesting possible fraud in the nonprofit’s operations.

According to the post, ‘it’ Details ‘First to Serve’ managed a shelter bed contract of 400+ beds for roughly $13-$14 million annually. A temporary provider had been authorized to operate with no public debate, with officials committing to finding a long-term provider. The city has spent nearly $70 million on homeless services since the year 2020.

The blog referenced information obtained from a city audit, though no actual evidence or paperwork detailing the alleged fraud was provided, and no one has as of yet verified those specifics.  In addition, municipal representatives have not gone on record about plans to take legal action against the charity nor confirmed a fuller probe.

Online Reactions to the Long Beach Decision

Numerous users who commented on the post emphasized the amount of waste in public spending without anyone being held accountable.

“The amount of money that is wasted is unbelievable, and it could truly help people,” wrote one user. “Now arrest the people responsible,” commented another, and a third added, “They just fire them instead of charging them with fraud.” That city should be held accountable as well.”

Others argued that it was a systemic problem and termed it “Government handouts with no oversight. We are being governed by the crooks.”

One also cited the broader political context in California, and asked: “I thought Newsom said there was no fraud in California?”  Still, others were just left in disbelief at the numbers and commented, “WOW! The numbers are staggering!”

This is becoming a notable case, not just for big money, but Long Beach fits into other things that are happening. There is a new scrutiny over local governments funneling hundreds of millions of dollars into homelessness programs with little evidence that they are working beyond the rising homeless population.

The Long Beach case has since become part of a broader conversation online about transparency and oversight in how U.S. cities manage homelessness funding and nonprofit partnerships.
