To get the macaron recipe, you must first collect The Great Human Bake-off quest. This quest is located in the Flooded Steps in Bahari Bay. You’ll see a shimmering spot directly opposite Tamala’s house and at the entrance of the Flooded Steps. Once you dig the dirt up, you’ll see an aged grocery list. This list will appear in your inventory, and you can read it to start The Great Human Bake-off quest in Palia.

Now that you have the recipe list, you need someone who can read and decipher it. The quest will task you to go around town and ask if anyone knows about this list. Since Sweet Leaf is a foragable Spice, you can find it at spawn points in Statue Garden, Thorny Thicket, the Outskirts, Proudhorn Pass, Flooded Steps, and Ancient Aqueduct.

Once you collect all the ingredients, all you need are two Mixing Stations. You can unlock the Mixing Station recipe from Reth after reaching cooking level 3.
